Has anyone heard if MS will ever incorporate SNMP v3 into Windows?

It's certainly possible, but it's not the way to bet.  MSFT has shown very little interest in SNMP.  Their existing support is very minimal.  Instead, they've focused their efforts on Windows Management Instrumentation (WMI).  Lately, there are indications that they're moving toward some PowerShell-based management.  In any case, SNMP barely impinges on their corporate consciousness.
