IP SLA Manager - Adding TCP Connect Operation to external Internet site

I am trying to create a TCP operation to monitor TCP round trip time to a site out on the Internet, however when I try create the operation there are only three types of paths to select, and all three paths expect the nodes to be monitored to be already in the IP SLA nodes list. This is fine for the SLA router on my site as the source, but then I have to select a second node, obviously the Internet site is NOT discovered so I cannot move on.

Why could I not just select the source router (where the SLA operation will be configured) and then be able to input any IP address (irrespective of whether NPM has the IP address discovered) and then select the TCP port I want to use. I know I can create the SLA operation on the router, but even if I select "Monitor existing operations" IP SLA Manager still expects the two nodes to be entered and I do not want (and cannot) discover the destination site in NPM.

How can I achieve this, I can do this scenario if I want to do an HTTP operation, that allows me to enter a URL as the destination, I want the same for TCP but instead of a URL, it would be an IP address.
