duplicate IP detection

Is Solarwinds Engineering Toolset v8 capable of detecting duplicate IPs? Does it alert the Network Administrator? What does it do?

Or do you know any tool that can do such thing?

Couldn't this be done with a syslog server? Fire off an alert when you get the duplicate IP message and send out an email.

yes we could. but we are more concern on how the solarwinds would detect the duplicate IPs. what specific tool should we use?
